The goal of the questionnaire is to establish a baseline among the different project stakeholder groups (e.g., Tribal representatives, utility representatives, and state regulators) of their best practices for engagement with the other groups, and their general knowledge surrounding the topic of challenges to solar development on tribal land.
Definitions
A Tribal representative is:
An employee (long-term or politically appointed) of a tribal government agency; or
An elected tribal leader.
A Utility representative is an employee or member of the governing board for a company that:
Generates electricity;
Provides electrical service to end users; or
Provides transmission service or power to smaller companies, including generation and transmission cooperatives such as Tri-State Generation & Transmission Association or public power agencies like the Bonneville Power Administration.
A Regulatory representative is defined as:
A state commissioner (either elected or appointed by the governor) who has jurisdiction over an electric utility’s investments, rates, and planning
Persons elected by the public to serve on the board of an electric cooperative (or similarly structured utility that provides electric service to the public)
A tribal or municipal official with authority over a tribally owned or municipally owned utility’s investments, rates, and planning
A federal commissioner (or other federal official) who has jurisdiction over a federal power administration’s investments, rates, and planning
A Commissioner’s policy advisor or an electric utilities staff member at a Commission
