Introducing the CPRG Program, CCAP, and GHG Tool
The Climate Pollution Reduction Grant (CPRG) program, established by the U.S. Environmental Protection Agency (EPA), presents an unprecedented opportunity for Tribes to develop and implement innovative, community-driven solutions to reduce greenhouse gas (GHG) emissions, safeguard vital resources, and support Tribal sovereignty.
To help Midwest Tribes take full advantage of this opportunity, the Midwest Tribal Energy Resources Association (MTERA) developed a Comprehensive Climate Action Plan (CCAP). Funded by the CPRG program, the CCAP outlines practical, data-driven strategies to reduce greenhouse gas (GHG) emissions, support clean energy development, and advance Tribal priorities like job creation, energy sovereignty, and environmental protection.
Developed in partnership with eight Tribes in EPA Region 5, the CCAP includes sector-specific emissions data, GHG reduction strategies, and guidance applicable to all Tribes in Minnesota, Wisconsin, and Michigan, no matter where they are in their climate planning journey.
To make the CCAP actionable, MTERA also created the GHG Reduction Measures Tool. This easy-to-use tool helps Tribes estimate emissions reductions, project costs, and benefits—supporting strong CPRG grant applications and long-term planning.
